Harry Halamandaris has more than 42 years of experience in the areas of management, engineering, strategic planning and bus development. He has served in management and engineering roles at Litton Industries, Teledyne Industries and Kaiser Aerospace.
Harry has certifications in management (Harvard) and finance (Wharton). He has three degrees from Utah State University: a BS in math, and a BS and an MS in electrical engineering. He is active in the YMCA, Boys Clubs and United Way.
Roger Smith retired as a Captain from the U.S. Navy after 30 years of combined active and reserve service and now serves as President of RMax Technologies, LLC, a full-service defense, government business and legislative strategy firm. His expertise includes assisting small to large businesses develop winning teams and corporate cultures to rapidly accelerate technologies to warfighters and government customers.
Roger’s previous experience includes serving as Deputy Assistant Secretary of the Navy, a Professional Staff Member on the House of Representatives’ Committee on Armed Services, Government Business Manager for the American Electronics Association and Marketing Development Manager at Vernitron Corporation.
Roger graduated from the University of North Carolina Chapel Hill with a BA in geography. He also completed an Executive Business Course at his alma mater’s Kenan-Flagler Business School.
Steven Benshoof has more than 30 years of experience in the areas of program management and business development in the aerospace and defense industries.
Steven’s previous experience includes serving as Senior Program Manager at McDonnell Douglas Helicopter, Senior Program Manager and Program Director at Boeing Helicopter, Senior Vice President at Legacy Engineering, and Senior Program Manager at Honeywell Aerospace. He has extensive international program experiences, including foreign aircraft certifications, and his project successes include leading the effort to build 67 Apache helicopters and having responsibility for two major work packages on the Airbus A350 program.
Steven is an experienced practitioner of EVMS, lean, supply chain and TQM concepts. He earned a BS and an MS in applied math and physics from the University of Wisconsin and also completed Defense Systems Management College.
Ethics & Compliance Officer/Outside General Counsel/Board Member
Marty Bell has more than 25 years of experience in the areas of government contracting, export licensing, commercial transactions, corporate governance, labor and employment law, real property, compliance, and litigation. His responsibilities include advising IXI in all his specialty areas.
Marty’s previous experience includes serving as VP, General Counsel and Secretary at Scholle Corporation; Senior Contracts Attorney at HR Textron Inc.; and Senior Contracts Administrator at Litton Industries. He is a member in good standing of the California State Bar Association and Georgia State Bar Association.
Marty is a Certified Ethics & Compliance Professional who has been admitted to the U.S. Supreme Court; U.S. Tax Court; U.S. District Court; Northern District of Georgia; U.S. District Court; Central District of California; and State Trial Courts, State of California. He attended the University of Denver, graduated from Western State University with a BSL, and earned his JD from the Western State University School of Law.
Vice President of Legacy Engineering
Randall Takahashi has 36 years of industry experience in the areas of human resources, facilities management, security administration, and environmental health and safety management. He is responsible for personnel administration and employment functions at IXI, representing highly experiences professionals to clients in the aerospace, defense, and high tech industries.
Randall’s previous experience includes serving as Director of Human Resources and Facilities at Lockheed Martin, Loral, Ford Aerospace and RCA. He also successfully led several company startups and major recruitment campaigns in aerospace systems, aircraft systems, tactical weapons systems and satellite communications systems, and completed several mergers, turnarounds, plant relocations, and closures on-schedule and within budget. Additionally, Randall established business transition, employee relations and recognition programs that were recognized to be “best in class” models.
Randall is a Legacy Engineering Board member and a graduate of the University of Southern California, where he earned a BA in psychology.
Mr. Goda’s defense industry experience stems from his executive management roles at leading firms such as Rockwell International, LightWorks Optics, Digital Resources, Meridian Software, Deterline, and Applied Devices. These firms serve a wide range of defense industry customers, such as the U.S. Navy, Army, FBI, DOJ, NASA, as well as defense contractors including Lockheed Martin, Hughes Aircraft, and BAE Systems. Additionally, he obtained valuable experience from serving on defense and security-related advisory boards such as Femtometrics.
In addition to his current business activities, Mr. Goda assists various non-profit organizations. He serves as a judge of the annual High-Tech Innovation Awards, (presented by the OC-Technology Alliance – formally Tech America/AeA, American Electronics Association). He was appointed Director Emeritus for his board service with the Forum for Corporate Directors. He authored a governance program for Aspiring Directors, which was launched at the University of California, Paul Merage School of Business and became the basis for an accredited EMBA course. In conjunction with this course, Mr. Goda has authored and conducts an annual governance simulation exercise called “The Directors.”
